On July 3, 2012, The Trucker published an article concerning the American Trucking Association’s (ATA) appeal to the Department of Transportation (DOT) and the Federal Motor Carrier Safety Administration (FMCSA) to create a national clearinghouse for drug and alcohol test results concerning commercial drivers. Bill Graves, the president and CEO of ATA, wrote a letter to DOT Secretary Ray LaHood on July 2 requesting that a nationwide database of drug and alcohol test results be created.

In his letter, Mr. Graves encourages Mr. LaHood to “expedite the clearinghouse project.” The belief is that the establishment of such a database would prevent commercial drivers who have violated drug and alcohol rules in the past from simply jumping from job to job. 

Although the FMCSA has expressed its intent to create a national clearinghouse of drug and alcohol testing results, the process has been very slow. To address this problem, Congress recently ordered the FMCSA to create the national clearinghouse.
